FPO delivered key expertise in reviewing public expenditure and financial management processes within the Afghan government to analyse why Afghanistan spends only on average not more than 50% of its annual development budget. The review focused on the procurement, payment processes and the fiduciary arrangements at central level in the Education, Health ministry and the Ministry for Energy and Water.
