Croatia: Strengthening financial management control

FPO provided team leadership and key expertise in strengthening financial management control (FMC) by the following projects:

  • Support to the CHU of the MoF of Croatia in drafting a new PIFC Policy paper,  methodologies for capital budgeting and budget supervision (=financial inspection), and by organising workshops on EU fund management requirements for on the spot checks (3/2009 – 6/2011)
  • Support to the Croatian Anti-Fraud Coordinating Service (AFCOS) by assisting in drafting a National Anti-Fraud Strategy, Law on AFCOS, secondary legislation and by organising seminars on Integrity in anti-fraud structures (2/2009 – 7/2011);
  • Support to the Audit Authority by organising workshops for preparing the AA staff on working as an AA in an EU member state. Further by carrying out a peer assistance review focusing on the readiness of the AA on being a respected AA in a EU member state (6/2011 – 12/2012)
  • Support to the CHU of the MoF in implementing the new PIFC policy paper by drafting a FMC rulebook, and guidelines for  Managerial Accountability, Risk-management, and cost-accounting (6/2011 – 12/2012)
